Agricultural activist and politician. Born in Gifu Prefecture. Graduated from Takushoku University and Waseda University. Organized a peasant movement in Yamanashi, and served as Secretary General of the Japanese Farmers' Party and Secretary General of the Japanese Mass Party, taking a position on the far right of the proletarian movement. Organized the Japanese National Socialist Party in 1932 (Showa 7), and the Kodokai the following year. Elected to the House of Representatives in 1936 (since then elected seven times). After World War II, participated in the formation of the Japan Socialist Party. Became Minister of Agriculture in the Cabinet of Katayama Tetsu in 1947 (Showa 22), but was dismissed after clashing with Chief Cabinet Secretary Nishio Suehiro. In January 1948, he was expelled from public office, and formed the Social Innovation Party and the Social Democratic Party. He was famous as a strategist in the political world, but after the Conservation Economic Association Incident (1953) he was unable to win elections and retired, becoming president of the Daily Agriculture Newspaper. His books include "The History of the Agricultural Land Reform Struggle."
