Official markets were established in the ancient capitals of Japan. The first time their existence was confirmed was in Fujiwara-kyo, where a wooden tablet unearthed from the inner gate on the north side of the palace mentioned a market where 90 jin of thread was sold. The Shoku Nihongi also mentions a market hall and a south gate in the entry for June, 705, Keiun 2. However, it is unclear whether the market was divided into east and west. Later, two markets, east and west, were established in Heijo-kyo, Nagaoka-kyo, and Heian-kyo, and were administered by the east city governor and the west city governor (Ichi no Tsukasa) (Figure). 日本古代の都城に付設された官市。その存在が確認される初めは藤原京の場合で,宮の北面中門から出土した木簡に糸90斤を沽却(売却)する〈市〉のことがみえる。また《続日本紀》慶雲2年(705)6月乙亥条にも〈市廛〉や〈南門〉のことがみえる。しかしこの〈市〉が東西にわかれていたか否かは明らかでない。ついで平城京,長岡京,平安京には東西2市が置かれ,東市司・西市司(市司(いちのつかさ))によって管轄されていた(図)。
