A representative who bore the name of Emperor Seinei, i.e. Shiraga no Oyamatoneko (White Haired Yamatoneko). The division into Shiragabe Toneri, Kashiwade, and Yugei indicates that the Be (be) was used to support the Tomo (companions) who served the Emperor at court, who were lower in rank than Toneri. The Shiragabe clan and surname was distributed in the eastern provinces of Japan, such as Musashi, Kazusa, Shimotsuke, and Mino, as well as Yamashiro and Bitchu. Later, the name was changed to Makabe to avoid Emperor Kōnin's given name Shirakabe, but in the Wamyōshō, Makabe-go can be found in Suruga, Hitachi, Kozuke, Shimotsuke, and Bitchu, so even so, it is more prevalent in the eastern provinces. 清寧天皇=シラガノオオヤマトネコ(白髪大倭根子)の名を負うた名代。白髪部舎人(とねり),膳夫(かしわで),靫負(ゆげい)の区分があるのは,天皇の宮に出仕した舎人以下のトモ(伴)の資養にあてられたベ(部)であることを示す。白髪部という氏姓は,武蔵,上総,下野,美濃などの東国と山背,備中などに分布する。この後,光仁天皇の諱(いみな)である白壁を避けて真壁と改められたが,《和名抄》では,真壁郷は駿河,常陸,上野,下野,備中にみられるから,これをみても東国に多い。
