A poor relief organization established in the German city of Hamburg in the late 18th century. At the time, Hamburg was a large commercial city in northwestern Germany, but there were many unemployed and poor people. To help these people, the city authorities divided the city into sections and appointed inspectors to each area to investigate the poor and provide appropriate relief to help them help themselves. In 1852, the German city of Elberfeld adopted a poor relief organization that was a modified and developed version of this organization. For this reason, the two are collectively known as the Hamburg-Elberfeld System. Source: Heibonsha World Encyclopedia, 2nd Edition Information |
