A poor relief organization established in the German city of Hamburg in the late 18th century. At the time, Hamburg was a large commercial city in northwestern Germany, but there were many unemployed and poor people. To help these people, the city authorities divided the city into sections and appointed inspectors to each area to investigate the poor and provide appropriate relief to help them help themselves. In 1852, the German city of Elberfeld adopted a poor relief organization that was a modified and developed version of this organization. ドイツのハンブルク市で18世紀後半にはじめられた救貧組織。当時ハンブルク市はドイツ北西部の大商業都市であったが,多数の失業者・貧困者が存在していた。そこで市当局はこれらを救済するために市域を区分し,それぞれの地域に監督官を配置,貧困者の調査を行わせるとともに適正な救済を通じ自助を援助した。1852年ドイツのエルバーフェルト市は,この組織を修正発展させた救貧組織を採用した。このため両者を一括してハンブルク=エルバーフェルト制度とも呼ばれている。
