This is a toll expressway built in Osaka City, Kobe City, parts of Kyoto City and the surrounding areas with the aim of maintaining and enhancing urban functions by facilitating automobile traffic. It is designated as a regional high-standard road, and was constructed, managed and operated by the Hanshin Expressway Public Corporation, which was established in 1962 (Showa 37), but was privatized in 2005 (Heisei 17) and taken over by the Hanshin Expressway Co., Ltd. Initially, it was planned to develop a route of about 52 kilometers, but it has been gradually extended, and as of December 2011 (Heisei 23), the development of a route of about 265 kilometers is planned (including the section already opened). These include (1) the central Osaka loop line, (2) lines radiating from the loop line to surrounding areas, (3) the Kobe Line connecting Osaka and Kobe, (4) the Bayshore Line connecting the reclaimed land in the Osaka Bay waterfront, (5) the Kita-Kobe Line located on the north side of Mt. Rokko, (6) the Kobe Yamanote Line connecting the Kobe Line and the Kita-Kobe Line, and (7) lines within Kyoto City. Since the first 2.3-kilometer section within Osaka City was opened in 1964, the Bayshore Line, a major artery of the Osaka Bay Area linking Kansai International Airport and Kobe, was opened in 1994, and Route 8 Kyoto Line, the first urban expressway in Kyoto City, was opened in January 2008. As of December 2011, approximately 246 kilometers of sections have been opened. With a daily traffic volume of approximately 860,000 vehicles (2012), this road is an efficient transportation facility with an extremely large traffic handling capacity, and plays a major role in the transport of goods and urban activities in the Kansai metropolitan area.

大阪市、神戸市および京都市の一部とそれらの周辺地域において、自動車交通の円滑化を図ることにより、都市の機能を維持し、増進させることを目的としてつくられる有料の自動車専用道路。地域高規格道路に指定されており、1962年(昭和37)に発足した阪神高速道路公団が建設・管理運営していたが、2005年(平成17)に民営化し、阪神高速道路株式会社に引き継がれている。当初は約52キロメートルの路線を整備する予定であったが、順次延長され、2011年(平成23)12月時点で、約265キロメートルの路線の整備が予定されている(既開通区間を含む)。その内容は、(1)大阪市の中心部の環状線、(2)環状線から周辺地域へ放射状に延びる路線、(3)大阪市と神戸市をつなぐ神戸線、(4)大阪湾臨海部の埋立地をつなぐ湾岸線、(5)六甲(ろっこう)山の北側に位置する北神戸線、(6)神戸線と北神戸線をつなぐ神戸山手線、(7)京都市内の路線、などとなっている。1964年に大阪市内の一部区間2.3キロメートルが最初に開通して以来、1994年には関西国際空港と神戸を結ぶ大阪ベイエリアの大動脈である湾岸線が、2008年1月には京都市域初の都市高速道路である8号京都線が開通するなどし、2011年12月時点で、約246キロメートルの区間が開通している。1日当りの通行台数は約86万台に達し(2012年度)、この道路は、きわめて交通処理能力の大きい効率的な交通施設として、関西都市圏の物資の輸送、都市活動などに大きく役だっている。
