Disposal of Domain Bonds - Hansai Shobun

Japanese: 藩債処分 - はんさいしょぶん

With the abolition of the feudal domains and the establishment of prefectures in 1871 (Meiji 4), the Meiji government established a centralized system of power, but how to deal with the enormous domestic and foreign debts that each domain had, along with the disposal of domain paper money and stipends, became an important issue for the government in handling post-abolition administrative matters. In 1870, the government ordered each domain to devise a method for disposing of domain bonds as part of the domain government reforms, but due to the financial difficulties of the domains, results were not easily achieved and instead tended to accumulate. In 1871, the government requested prefectures to report the amount of each domain's debt, but the debts were complex and varied, and the government was unable to meet its expectations.

1871年(明治4)の廃藩置県によって明治政府は中央集権体制をしいたが，各藩がかかえていた国内国外からの莫大な負債をいかに処理するかが，藩札処分，秩禄処分とともに，政府の廃藩後の事務処理の重要な課題となった。　政府は，1870年各藩に対して藩政改革の一環として藩債の処分方法を立てることを命じたが，藩財政の窮状から容易に成果はあがらず，むしろ累積する傾向にあった。71年には府県に諸藩の負債額の報告を求めたが，負債内容が複雑多岐にわたるため思うにまかせなかった。
