Born November 14, 1820 in New Berlin, New York, USA. Died: February 23, 1870. Petersburg, Russia. American politician and diplomat. Graduated from both Michigan and Harvard Universities. Entered Massachusetts politics, served as a member of the U.S. House of Representatives from 1855 to 1861. Served as ambassador to China from 1862 to 1867, and, while the Taiping Rebellion had not yet been suppressed, worked to overcome the diplomatic difficulties between China and European countries under the banner of cooperative diplomacy. He was highly trusted by the Qing dynasty authorities, and in 1868, when the Treaty of Tianjin was revised, he was appointed chief ambassador to Europe and the United States by the Qing dynasty, and set off on a tour of the capitals of European and American countries. In Washington DC, he witnessed the signing of the Burlingame Treaty, which aimed to develop U.S.-China relations, but he died in Petersburg, Russia.
