Born November 14, 1820 in New Berlin, New York, USA.
Died: February 23, 1870. Petersburg, Russia. American politician and diplomat. Graduated from both Michigan and Harvard Universities. Entered Massachusetts politics, served as a member of the U.S. House of Representatives from 1855 to 1861. Served as ambassador to China from 1862 to 1867, and, while the Taiping Rebellion had not yet been suppressed, worked to overcome the diplomatic difficulties between China and European countries under the banner of cooperative diplomacy. He was highly trusted by the Qing dynasty authorities, and in 1868, when the Treaty of Tianjin was revised, he was appointed chief ambassador to Europe and the United States by the Qing dynasty, and set off on a tour of the capitals of European and American countries. In Washington DC, he witnessed the signing of the Burlingame Treaty, which aimed to develop U.S.-China relations, but he died in Petersburg, Russia.

アメリカの政治家，外交官。ミシガン，ハーバード両大学を卒業。マサチューセッツ州の政界に入り，1855～61年連邦下院議員。 62～67年中国大使になり，太平天国の乱がまだ鎮圧されていない状態のなかで，協調外交を旗印にヨーロッパ諸国と中国との外交上の困難打開に努力した。清朝当局から深い信頼を寄せられ，68年には天津条約の改訂を迎えた清朝から欧米派遣視察団の首席特命全権大使に任命され，欧米諸国の首都歴訪の旅に出発，ワシントン D.C.では，米中関係の発展を目指すバーリンゲーム条約の締結をみたが，ロシアのペテルブルグで客死した。
