A medieval powerful clan in Iwaki County, Mutsu Province (Iwaki City, Fukushima Prefecture). Descendants of Kunika, Hitachi Daijo of the Kanmu Heishi clan. The clan began when Kunika's great-grandson Norimichi (according to one theory, Tadahira) settled in Iwaki County at the end of the Heian period. In the early Kamakura period, they became land stewards of Yoshishima Manor in Iwaki County, and the clan split up and settled in villages in the manor and Iwaki County, becoming land stewards with the names of each village as surnames. In the 15th century, a branch of the Shirato clan unified the clan and became a Sengoku daimyo, and in the mid-16th century, during the reign of Shigetaka, they came to hold territory from Naraha County (Naraha Town, Fukushima Prefecture) in the north to part of Hitachi Province in the south. 陸奥国岩(石,磐)城郡(福島県いわき市)の中世豪族。桓武平氏常陸大掾平国香の子孫。平安時代の末に国香の曾孫則道が岩城郡に土着したのがはじまり(一説では忠衡)という。鎌倉時代初期にはもと岩城郡内の好嶋(よしま)荘の地頭となり,一族が荘内および岩城郡内の村々に分かれて定住し,それぞれの村の名を苗字とする一分地頭になった。15世紀に至ってその中の白土氏の系統が一族を統合して戦国大名になり,16世紀中ごろの重隆の代には,北は楢葉郡(福島県楢葉町)から南は常陸国の一部までを領有するに至った。
