A debate held at a general meeting of the Parliamentary Army (New Model Army) during the Puritan Revolution in England. The meeting was held at Putney, upstream of the Thames, at the request of the independence army leaders, in late October 1647, in order to unite the army against Parliament, which was trying to reduce the size of the parliamentary army due to the end of the First Civil War. At the meeting, the Levellers, who represented the general soldier class, submitted a draft of a written constitution called the "People's Agreement," and a heated debate centered on the contents of the draft. The main points of contention were the recognition of the current state of the revolution, the scope of the right to vote, and the existence of the King and the House of Lords. In particular, regarding the right to vote, the Levellers argued for universal suffrage for adult males as a natural right, while Ireton, the independence spokesman, refused to give in and insisted on restrictions based on property, resulting in a dispute. Seeing this, the counter-revolutionary forces began to move, so the soldier representatives were ordered to return to their units and the debate was discontinued. This debate, which is noteworthy in the history of democracy, was recorded by the capable army secretary W. Clarke.
