Born on April 6, 1891. He joined the Ministry of Agriculture and Commerce, and served as the first Director of the Rice Bureau, before becoming Vice Minister of Agriculture and Forestry in 1939. In 1954, he became the first Chairman of the National Federation of Agricultural Cooperative Associations. During his time as a bureaucrat, he was involved in the abolition of the rice exchange and the creation of the Food Control Law, and was known as the "god of rice." He passed away on February 22, 1964. He was 72 years old. He was from Ibaraki Prefecture. He graduated from Tokyo Imperial University.
