Soon after taking office, he announced a $200 million National Emergency Social Program to address the poverty of an estimated 20% of the population. He also achieved successes such as reviving the economy, which had been suffering from negative growth for many years, and launching an investigation into human rights violations committed during the military junta of 1973-1985. In 2008, he left the PSU after it supported a bill to legalize abortion.
