An ikki was an uprising by horse hirers, who were major land transport businesses in the late Middle Ages. It originally emerged as part of a petition by Enryaku-ji Temple, but later drew attention as a leading peasant uprising. A famous incident occurred in 1418 when several thousand horse hirers from Otsu, Omi Province (present-day Otsu City, Shiga Prefecture) attacked Gion Shrine in Kyoto (present-day Yasaka Shrine).
