Army officer. Born in Fukuoka Prefecture. 23rd class of the Army Academy. Graduated from the Army War College. Served at the General Staff and the Kwantung Army Headquarters. In 1927 (Showa 2), he became a military attaché to the Turkish embassy and was influenced by the revolutionary ideas of Kemal Pasha. In 1930, he became head of the Russian section of the General Staff and formed the Sakura-kai, a group of mid-ranking army officers. In 1931, he planned the March and October incidents, encouraging the military to advance politically. In 1936, he was placed in the reserves as an artillery colonel due to the military purge following the February 26 incident, but he organized the Great Japan Youth Party and actively engaged in the fascist movement. He was called up to serve in the Second Sino-Japanese War in 1937, and in December of the same year, he was discharged due to an incident involving the capture of the British gunboat Ladybird on the Yangtze River. In 1940, he formed the Great Japan Sekiseikai. He was first elected to the House of Representatives in 1942 and became the general secretary of the Imperial Rule Assistance Political Association. After Japan lost the war, he was sentenced to life imprisonment as a Class A war criminal at the International Military Tribunal for the Far East, and was released on parole in 1955. In 1956, he ran for the House of Councillors in a national constituency but lost.
