A Confucian scholar from the late Edo period. His names included Youkyu, Kando, and Tensoku. He studied under Koga Seiri at a young age, and was also friends with Egawa Tarozaemon and Hirose Tanso. His father was a hatamoto and served as a magistrate, but after his death he succeeded him and served as a magistrate in the Kanto and Tokai regions, inspecting the Izu Islands. He was selected to carry out the Tenpo Reforms and participated in government affairs, but retired when Mizuno Tadakuni fell from grace. He later submitted "Private Plans for the Defense of the Sea."
