Agricultural Policy Theory

Japanese: 農政本論 - のうせいほんろん

This book outlines the agricultural policies and systems that should have been implemented to alleviate agricultural and financial hardship in the late Edo period. It was written by Sato Nobuhiro between 1829 and 1832 (Bunsei 12 and Tenpo 3) and presented to Ikai, a senior vassal of the Satsuma domain. It consists of three parts, an initial part, a middle part and a final part, each consisting of three volumes. Based on the idea that "peasants are the foundation of the nation, and agriculture is the source of government," the book covers the history of agricultural policy, the nature of rice tax and small tax duties, rules for inspection, relief methods in the event of natural disasters, rules for farmers, and prohibitions against wealthy merchants seizing rice fields. 江戸後期の農業･財政の困窮を救うために行われるべき農業政策･制度を記した書。佐藤信淵が1829‐32年(文政12‐天保3)に筆記，薩摩藩の重臣猪飼氏に奉呈した。初中後の3編，各編は上中下3巻より成る。〈百姓は国家の根本，農業は政事の基源〉という趣意のもと，農政の歴史，田租，小物成賦役のあり方，検見の心得，天災への救助法，農民の心得，富商の田産収奪の禁を内容とする。《日本経済大典》19巻所収。【塚谷晃弘】
