Japanese: 農業補助金 - のうぎょうほじょきん

Subsidies are funds disbursed by the government for specific expenditures for the purpose of fiscal adjustment, and are said to be based on shortcomings in local tax sources, financial insufficiencies of local governments, and the maintenance of the national minimum. Therefore, the role of subsidies is to supplement financial resources for local governments and to promote specific administration, such as industries, companies, or individual businesses that the country needs. Agricultural subsidies primarily fulfill the latter role, and are considered to have an industrial promotion character with the aim of maintaining small-scale farming, which is a distinctive feature of Japanese agriculture.

補助金は財政調整のため特定費目の使途に政府が支出する資金で，その根拠は地方税源にかかわる欠陥や地方団体の財政力不足，それにナショナル・ミニマムの維持を図ることにあるといわれる。したがって，補助金の役割は地方公共団体への財源の補塡と，国が必要とする産業や企業あるいは個人経営など，特定の行政を推進することにある。　農業補助金は後者の役割が中心で，日本農業の特質である小農経営を維持することを目途に産業奨励的性格をもつものとされている。
