In principle, social insurance in Japan is compulsory, but there are some exceptions where voluntary enrollment is permitted, as follows: (1) Voluntarily continuing insured person: Under health insurance, seamen's insurance, and employees' pension insurance, an insured person can continue to be an insured person even after retirement. (2) Voluntarily alone insured person: Under employees' pension insurance, even if an individual is employed at a place of business other than an applicable place of business, he or she can be an insured person alone with the insurer's permission, so long as the employer agrees. (3) Voluntarily enrolled insured person: Under the National Pension System, individuals who are eligible to receive an old-age pension from another system and their spouses can voluntarily enroll.
