This agreement was concluded in Paris on June 10, 1907 (Meiji 40) in response to a proposal from France. It was part of the territorial division policy of the great powers from the beginning of the 20th century until World War I. It promised to protect the independence and territory of the Qing Dynasty, and to confirm the mutual sphere of influence between Japan and France, and a declaration on French Indochina was also signed. Japan hoped for French capital to invest in Japan, but France approached Japan, the country that had won the war against Russia, in order to seek reconciliation between the two countries while at the same time preventing Germany from advancing into the Far East. This agreement, along with the Anglo-Japanese Alliance (1902) and the Russo-Japanese Agreement (1907), resulted in the expansion of the conflict between the Triple Entente of Britain, France, and Russia and the Tripartite Pact of Germany, Austria, and Italy into Asia.
