A former town in Kanoashi District, western Shimane Prefecture. The main settlement, Hibara, is located at the confluence of the Takatsu River and its tributary, the Tsuwano River, and is served by the Yamaguchi Line. Most of the area is mountain forest, with a large area of national forest. There are lumber and woodworking factories, and tea, shiitake mushrooms, and wasabi are cultivated.
