1018‐92 Iranian politician. His name means "ruler of the country." Born to a landowner in a town near Tus in Khorasan. He first served the Ghaznavid governor of Khorasan, then moved to the Seljuk Chaghri Beg, and became vizier (victim) to two sultans, Alp Arslan and Malik Shah. He was also the de facto ater beg (guardian) of both sultans, and with his own private army he held real political power, carrying out reforms such as the establishment of administrative organizations, the military, and the establishment of iqta.
