During the Muromachi Shogunate period from 1344 to 1349 (Kokoku 5, Koei 3-Shohei 4, Sadawa 5), this organization handled lawsuits that had previously been the jurisdiction of the Hikkitsukekata, such as land seizure, tax detention, disputes over water use, difficulties in complying with the law, and violations of the Shimo-chi. Naidan refers to a council (internal council) for drafting decisions in the Muromachi Shogunate, and while the Mandokoro, Samurai-dokoro, Monjusho, Hikkitsukekata, Zenritsukata, and Jinseikata all held their own internal discussions, the term Naidan, Naidanshu, and Naidan no Za simply refers to those of the Hikkitsukekata (or the Naidankata during the above period). The five Hikkitsukekata, which had been established since the Shogunate was first established, had handled the above cases, but in 1344, a new three-party system of Naidankata was established, with Takanori Moronao, Uesugi Tomosada, and Uesugi Shigeyoshi as heads, and ten yorinin on each side. 室町幕府において1344‐1349年(興国5∥康永3‐正平4∥貞和5)の間に活動した所領押領,年貢抑留,用水相論,遵行難渋,下知違背など従来引付方所管の訴訟を扱った機関。内談とは室町幕府における沙汰の原案作成のための合議(内評定)をいい,政所,侍所,問注所,引付方,禅律方,仁政方などそれぞれ内談を行っているが,単に内談,内談衆,内談の座という場合には引付方(あるいは上記期間は内談方)のそれをいう。幕府成立の当初より設置された五番編成の引付方が上記案件について処理してきたが,1344年高師直,上杉朝定,同重能をそれぞれ頭人とし,一方ごとに10人の寄人で構成される三方制の内談方が新設された。
