Under the Ritsuryo system, this was an office under the jurisdiction of the Imperial Household Ministry that was responsible for cooking the Emperor's meals. Two Buzen (chief officials) of the rank of Shorokui were in charge of testing for poison. The office consisted of six Tenzen (councillors) responsible for cooking, one Sakan (councillor), 40 Kashiwade (cooks), 10 Tsukai (messages), one Jikicho (director), and 20 Kushicho (envoys). When anyone other than Takahashi or Azumi was the chief official, they were called Naizen no Kami (chief official) rather than Buzen. Based on the inscriptions on wooden tablets unearthed at the Heijo Palace ruins and ink-written earthenware at the Dairi Moridokoro (place where the Imperial Palace is kept), the location of the Naizen-no-kami during the Nara period is estimated to have been to the north of the Imperial Palace area.
