National treatment

Treatment given to the nationals, products, ships, etc. of another country within the territory of a country that is not less favorable than the treatment given to similar objects within that country's territory. In other words, this treatment is stipulated in trade treaties and other agreements, and the treaty promises to give equal treatment to the nationals of the other country with respect to its own nationals. Since the 19th century, European countries have given each other nationals national treatment. Today, this treatment is widely recognized in international relations, with the World Trade Organization (WTO) stipulating national treatment with regard to domestic taxation and regulations, and the International Covenant on Human Rights stipulating national treatment (equality between nationals and foreigners) with regard to the protection of human rights as a principle.

ある国の領域内で他国の国民、産品、船舶などに与えられる待遇で、当該国のそれらの対象が同様の場合にその領域内で与えられる待遇よりも不利でないもの。つまり、この待遇は通商条約などに規定され、条約の相手国の国民などに自国民などと平等の待遇を与えることを約束するものである。19世紀以後のヨーロッパ諸国は、相互に相手国民に内国民待遇を与えた。今日では、世界貿易機関(WTO)が国内での課税および規則に関する内国民待遇を規定したり、国際人権規約が人権保護に関する内国民待遇(内外人平等主義)を原則として規定するなど、国際関係において、この待遇は広範に認められている。
