Cabinet Intelligence and Research Office - Cabinet Intelligence and Research Office

This is the Cabinet's intelligence and research organization. It was established in 1952 (Showa 27) under the name "Research Office" in the Minister's Secretariat of the Prime Minister's Office by the third Yoshida Shigeru Cabinet, and in 1957 it was transferred to the Cabinet Secretariat and renamed the "Cabinet Research Office." In July 1986, when the Cabinet Secretariat was reorganized, it became the "Cabinet Intelligence and Research Office." The Cabinet Intelligence and Research Office's mission is "matters related to the collection and analysis of information on important Cabinet policies and other research (including matters related to the liaison and coordination of information collection and research conducted by each administrative agency that is related to important Cabinet policies)" (Article 4 of the Cabinet Secretariat Organization Order), and its specific duties are divided into four departments and two centers. The Cabinet Intelligence and Research Office is made up of the following departments: General Affairs (personnel, budget, etc.), Domestic Affairs (collection and analysis of public opinion, collection and analysis of editorials in domestic newspapers, broadcasts, magazines, etc.), International Affairs (collection and analysis of information on foreign government policies that are useful in formulating important policies, collection and analysis of editorials in foreign newspapers, broadcasts, magazines, etc.), Economic Affairs (collection and analysis of domestic and international economic information, etc.), and the Cabinet Intelligence Center (collection of information in emergencies such as large-scale disasters, etc.) and the Cabinet Satellite Intelligence Center (collection and analysis of image information related to ensuring Japan's security and responding to large-scale disasters, etc.). The Cabinet Intelligence and Research Office is managed by a Cabinet Intelligence Officer, who is often a police bureaucrat. The full scope of the organization's activities is unclear due to its nature as an intelligence gathering organization. The information it collects is not currently made public. During World War II, the Cabinet Intelligence Office was a national organization for information gathering, propaganda, etc.

内閣の情報調査機関。1952年(昭和27)第三次吉田茂内閣によって総理府の大臣官房に「調査室」という名称で設置され、1957年内閣官房に移されて「内閣調査室」となり、1986年7月内閣官房の改編に伴い「内閣情報調査室」となった。内閣情報調査室の任務は、「内閣の重要政策に関する情報の収集及び分析その他の調査に関する事務(各行政機関の行う情報の収集及び調査であって内閣の重要政策に係るものの連絡調整に関する事務を含む。)」(内閣官房組織令4条)とされ、その具体的業務は4部門2センターに区分して行われている。総務部門(人事、予算など)、国内部門(国民の意見の収集・分析、国内の新聞・放送・雑誌等の論調の収集・分析など)、国際部門(重要政策の策定にあたって参考となる外国政府の政策に関する情報の収集・分析、外国の新聞・放送・雑誌等の論調の収集・分析など)、経済部門(内外の経済情報の収集・分析など)、そのほか内閣情報集約センター(大規模災害等の緊急事態における情報収集など)および内閣衛星情報センター(日本の安全の確保、大規模災害への対応等に関する画像情報の収集・分析)が置かれている。内閣情報官が内閣情報調査室の事務を掌理するが、警察官僚であることが多い。この機関の活動の全容は情報収集という性格から明らかでない。収集された情報も現在は公表されていない。なお第二次世界大戦中には、情報収集、宣伝などのための国家機関として内閣情報室があった。
