Resignation of all members from the cabinet
The simultaneous resignation of the Prime Minister and all Cabinet Ministers. According to the Constitution of Japan, the Cabinet must resign en masse when (1) the House of Representatives passes a motion of no confidence in the Cabinet or rejects a motion of confidence and the House of Representatives is not dissolved within ten days (Article 69), (2) the position of Prime Minister is vacant (Article 70), or (3) the Diet is convened for the first time after a general election for the House of Representatives (Article 70). Individual resignations by Cabinet Ministers other than the Prime Minister are not related to a collective resignation. In cases other than those mentioned above, such as when an important policy pursued by the Cabinet is rejected by the Diet or when a motion of no confidence is passed against a key Cabinet member, the Cabinet may resign en masse in order to take political responsibility.

内閣を構成する内閣総理大臣および国務大臣の全部が同時に辞職すること。日本国憲法によれば,(1) 衆議院で内閣不信任決議案を可決し,または信任の決議案を否決した場合において 10日以内に衆議院を解散しないとき (69条) ,(2) 内閣総理大臣が欠けたとき (70条) ,(3) 衆議院議員総選挙ののちに初めて国会の召集がなされたとき (70条) には,内閣は総辞職すべきものとしている。内閣総理大臣以外の国務大臣が個別的に辞職するのは,総辞職とは無関係である。上記以外の場合でも,内閣の目指す重要政策が議会で否決されたり,主要閣僚の不信任決議案が可決されたりした場合に,政治責任をとる趣旨から総辞職はありうる。
