By 702, 18 church councils had been held in Toledo, the capital of Spain under the rule of the Visigoths. The first was held in 397-400, still in the Roman era, to denounce Priscillianism. The third (589) is known as the council where Recared, the Visigothic king who had previously followed Arianism, converted to Catholicism, but from this third council onwards the Council of Toledo became one of the political institutions of the Visigothic Kingdom, and secular issues also came to be discussed. The fourth (633) was presided over by Isidore of Seville, and the twelfth (681) established the primacy of the Archbishopric of Toledo in Spain.
