Virtuous government - tokuchishugi

Japanese: 徳治主義 - とくちしゅぎ

The idea that governing by morality is the basis of politics, as opposed to the rule of law, which governs according to law. It was advocated by Chinese Confucians. It began with Confucius' political theory in the Analects, which states, "If one governs with virtue, it is like the North Star residing in its place, and all the stars facing it together," and "If one guides the way with government and regulates it with punishment, the people will be free from shame. If one governs with virtue and regulates it with propriety, there will be shame and dignity." It became the basic idea of Confucianism.

法律によって政治を行う法治主義に対して，道徳により治めるのが政治の根本だとする思想。中国の儒家が主張した。《論語》の〈政を為すに徳を以てせば，譬（たと）えば北辰のその所に居て，衆星のこれに共（むか）うが如し〉〈これを道（みちび）くに政を以てし，これを斉（ととの）うるに刑を以てすれば，民免れて恥なし。これを道くに徳を以てし，これを斉うるに礼を以てすれば，恥ありて且つ格（いた）る〉などの孔子の政治論に始まり，儒家の基本的な思想となる。
