The British Parliament passed an act in December 1733 to protect sugar planters in the British West Indies. The act imposed prohibitively high duties of 5 shillings for every 112 pounds of sugar imported into the North American colonies from foreign territories, 6 pence for every gallon of molasses, and 9 pence for every gallon of rum. In response, the American colonists smuggled these cheap goods from foreign territories into the United States, processed the sugar and molasses into rum, and used the profits to trade with Indians in furs and slaves, and imported products manufactured in the United States.

イギリス領西インド諸島のサトウキビ農園主保護のため，1733年12月，イギリス議会が制定した法律。同法は外国領から北アメリカ植民地に輸入される砂糖112ポンドにつき5シリング，糖みつ1ガロンにつき6ペンス，ラム酒1ガロンにつき9ペンスの禁止的高関税を課した。これに対してアメリカ植民地人は外国領産の安いこれらの品を密輸入し，砂糖と糖みつをラム酒に加工し，インディアンとの毛皮取引や奴隷貿易に用い，その利益で本国製造品を輸入した。
