This magazine was founded in June 1898 by Kanzo Uchimura, who left Yorozuchohosha, as editor-in-chief. It was published by the Tokyo Independent Magazine Company. It was published monthly (though until issue 7, it was published twice a month). In this magazine, Uchimura stated that "I will not speak unless I am convinced, I will not publish contributions that do not contain unique ideas, and I will not review books that I have not read thoroughly," and he attempted to solve social problems with his scathing current affairs commentary on the worrying social situation after the Sino-Japanese War and clan-based politics. His basic approach was to promote individual independence, free thought, and the spread of populism. 1898年6月万朝報社を退社した内村鑑三が主筆となって創刊した雑誌。発行所は東京独立雑誌社。旬刊(ただし,7号までは月2回刊)。本誌で内村は〈確信あらざれば語らず,独特の思想を含有せざる寄書は載せず,熟読せざる書は評せず〉として,日清戦争後の憂慮すべき社会状況と藩閥政治に痛烈な時事評論をもって,社会問題の解決につとめようとした。その基本は個人の独立,自由思想,平民主義の普及にあった。また,古代国家の盛衰の歴史《興国史談》(43~71号)は時代への警世でもあった。
