The 18th Olympic Games were held in Tokyo in 1964. Tokyo had been selected to host the 12th Olympic Games in 1940, but had to withdraw its bid due to the Japanese military's invasion of China and Japan's entry into World War II. When the IOC General Assembly in Munich decided that the Games would be held in Tokyo, the government established an organizing committee and the Games were undertaken as a national project that placed the country's prestige on the line. Under the slogans "A first in Asia" and "The world is one," an Olympic campaign was launched in which the torch was divided into four groups and relayed around the country.

1964年に東京で開催された第18回オリンピック大会。かつて東京は1940年の第12回大会の開催都市に決定していたが，日本軍の中国侵攻と第2次世界大戦への突入により，大会開催を返上したことがある。1959年のIOC総会(ミュンヘン)で東京開催が決定されると，政府主導で大会組織委員会が設置され，国家の威信をかけた国策事業として取り組まれ，〈アジアで初めて〉〈世界は一つ〉の標語のもと，聖火を国内4班に分けて全国リレーするオリンピック･キャンペーンがくりひろげられた。
