Radio wave supervision - denpakanri

The administration to ensure the fair and efficient use of radio waves is called radio wave regulation. Radio waves are a limited resource, and because they are widely transmitted and have the tendency to affect each other, it is necessary to set standards for their use and to abide by them. This is under the jurisdiction of the Ministry of Internal Affairs and Communications (regionally, the Regional Bureau of Telecommunications, etc.).

The duties of radio wave regulation include (1) allocating limited radio wave resources to radio stations effectively and fairly, (2) establishing technical and operational standards for radio stations, (3) supervising whether technical and operational standards are being observed, (4) licensing radio operators, and (5) conducting research into radio usage and safety. The legal system is being reviewed to timely utilize advances in information and communication technology, and the focus of radio wave regulation is also changing. Radio wave regulation is carried out in accordance with laws and regulations such as the International Telecommunication Union Charter, the International Telecommunication Union Treaty, the Radio Regulations, and the Radio Law, and international planning and coordination are carried out by the International Telecommunication Union (ITU).

電波の公平かつ能率的な利用を確保するための行政を電波監理という。電波は有限な資源であり、しかも広く伝わって相互に影響を与える性質があるため、その利用にあたっては基準を定め、これを守ることが必要である。総務省（地方では総合通信局等）が所管している。

　電波監理の内容は、(1)限られた電波資源を有効、公平に無線局に割り当てること、(2)無線局の技術基準や運用基準を定めること、(3)技術基準や運用基準が守られているかどうかを監督すること、(4)無線従事者の免許を与えること、(5)電波の利用方法や安全性について調査研究を行うこと、などである。情報通信技術の進歩を適時に活用するための法制度見直しが進められており、電波監理の重点も変化しつつある。電波監理は国際電気通信連合憲章、国際電気通信連合条約、無線通信規則、電波法などの法令に従って行われ、国際的な計画・調整等は、国際電気通信連合（ITU）で行われている。
