A central leader of the reform movement prior to the Philippine Revolution. Born in Bulacan, Bulacan, north of Manila. After graduating from the University of Santo Tomas, the top educational institution at the time, in 1880, he secretly organized the Principaria, or intellectuals, in Manila and Bulacan, and began the colonial reform movement. Around this time, Filipino students studying in Spain also began to speak out in their native country, demanding colonial reform, so the period from this time until around 1895 is known in Philippine history as the period of the Propaganda Movement (enlightenment and publicity activities).

フィリピン革命に先立つ改革運動の中心的指導者。マニラ北隣のブラカン州ブラカン町出身。1880年に当時の最高学府サント･トマス大学を卒業すると，マニラおよびブラカン州一帯の知識人，プリンシパリーアをひそかに組織して植民地改革運動を開始した。ちょうどこの頃，植民本国スペインでもフィリピン人留学生らが植民地改革を要求する言論活動を開始したので，これ以後1895年ころまでをフィリピン史ではプロパガンダ運動(啓蒙宣伝活動)の時代と呼んでいる。
