A former town in Mishima County, central Niigata Prefecture. It occupies the mouth of the Shinshinano River (Okozu Diversion Channel) and faces the Sea of Japan. The city center has long developed as a post town on the Hokuriku Kaido road and a port town for the Nishimawari shipping line. The Echigo Line runs through the town. There is a nationally famous direct sales fish market and an aquarium. The coast is a swimming beach. In January 2006, it was incorporated into Nagaoka City along with Tochio City, Yoita Town in Mishima County, and Washima Village. 58.16 km2 . Population 12,072 (2003).
