It is a method of analysis and evaluation in which the impact of the development and application of science and technology on the economy, human beings, society, the natural environment, etc. is grasped in advance from multiple perspectives, the pros and cons are evaluated comprehensively, and countermeasures are set and the direction of development is clarified. It is sometimes translated as "pre-evaluation of technology" or "technology review," but there is no set translation. The concept of technology assessment originated in the United States in the 1960s. From the late 1960s to the 1970s, problems such as worsening environmental pollution, urban overcrowding, and human alienation erupted not only in the United States but also in developed countries around the world, and it became necessary to pay attention to the negative aspects of science and technology, such as environmental pollution, in addition to the positive aspects such as convenience and benefits that they bring.

TAとも略記する。科学技術の開発や適用に際して，それが経済，人間･社会，自然環境などに及ぼす影響を多面的な観点から事前に把握し，その利害得失を総合的に評価して，対応策の設定や開発方向の明確化等を行う分析評価の方法を指す。〈技術の事前評価〉〈技術再点検〉などと訳されることもあるが，定訳はない。　テクノロジー･アセスメントという概念の発祥は，1960年代のアメリカである。60年代後半から70年代にかけて，アメリカのみならず世界の先進国では，環境汚染の深刻化，都市の過密化，人間疎外などの諸問題が噴出し，科学技術は，それがもたらす便宜や利益などプラス面だけではなく，環境汚染などマイナス面にも注目すべき必要が生じてきた。
