In the Middle Ages, a za had the exclusive right to sell certain goods in the market. Temples, shrines, and manorial lords protected markets for the purpose of prospering their territories and collecting market taxes, and appointed managers such as Ichiba Satanin and Ichimokudai to control merchants. Ichiba za were guaranteed business under the protection of the lord, monopolized sales seats, and excluded other merchants. However, after the Onin War, the za gradually took on a closed-off character due to the increase in new merchants who did not join the za. Furthermore, Sengoku daimyo adopted the Rakuichi/Rakuza policy, which abolished market taxes and sales seats in order to promote economic distribution within their territories and develop castle towns, and so the Ichiza were dissolved, with some exceptions.
