Morning envoy - Choshuushi

〘Noun〙 Under the ritsuryo system, one of the four messengers. An envoy who travels to Kyoto every year bringing with him the koubun (performance evaluations) and miscellaneous official documents of the kokugunji under his jurisdiction from each province. Only a kokushi of rank or higher was appointed, and he stayed in Kyoto for one year to explain the koubun and answer any doubts. Once the system of the four messengers was established, he was considered the most important of the four, and the number of miscellaneous official documents attached to him increased, and his duties came to be seen as reporting on the general affairs of the state. *Ryo Gikai (718) Evaluation: "General kokushi. _Two gunji perform the functions and accomplishments of _one year.
