… However, at the same time, American social scientists were preparing a completely different framework for modernization and were about to embark on comparative research of developing countries after World War II. This theory, which would later be collectively called modernization theory, assumed that Western countries, which had undergone a long process of modernization from below, and less developed countries and former colonies, which had been forced to modernize from above, would ultimately reach the same goal while following completely different historical development courses. Furthermore, the basic element in this historical development was to "take off" from pre-modern society by going through a modernization revolution, regardless of the political system, and that once this was successful, there would be no further revolutionary changes. …
