A military governor in the late Tang Dynasty. Also written as Yichou. During the Da Zhong period of the mid-Tang Dynasty (847-859), he took advantage of the internal conflict in the Tibetan Empire, which controlled the Shazhou (Dunhuang County, Gansu Province) area, and seized Shazhou. He further expanded his sphere of control, and when the Tang Dynasty sent a loyalist army to Shazhou, he became its military governor. A mural painting of Zhang Yichou marching out of the city at Dunhuang gives us an idea of what a military governor's procession would look like.

中国，唐末の節度使。義朝とも書く。中唐の大中年間 (847～859) 沙州 (甘粛省敦煌県) 方面を支配下においていた吐蕃 (とばん) の内紛に乗じて挙兵し，沙州を奪取。さらに支配圏を拡大し，唐朝が沙州に帰義軍をおくと，その節度使となった。敦煌壁画に張議潮出行図があって，当時の節度使の行列の様子をうかがうことができる。
