Its official name is the Japan Coal Mine Workers' Union. It is a member of Rengo. Its predecessor was the Japan Coal Mine Workers' Union League, which was formed in December 1947 as a consultative organization by the moderate Tanren (Japan Coal Mine Workers' Union Confederation), the right-wing Nikko (Japan Mine Workers' Union), and various purely neutral local unions, who had left Tankyo (National Council of Coal Mine Workers' Unions, which was the only national federation of coal mining unions at the time) led by Zentan (All Japan Coal Mine Workers' Union), an organization affiliated with the Industrial Federation Conference. In June of the following year, 1948, it was renamed the Japan Coal Mine Workers' Union Federation. In March 1949, Zentan (All Japan Coal Industry Workers' Union), a faction that remained with Tankyo, decided to disband the organization and join Tanro.
