Japan's oldest facility for mentally retarded children. In 1891, Ishii Ryoichi, vice principal of Rikkyo Girls' School, founded the "Saint Sanichi Girls' School" in his own home with the support of the Anglican Church in Japan and the Anglican Church in the United States, to raise girls who had lost their home and parents in the Nobi earthquake. As he struggled to teach intellectually disabled children among his students, his interest in mentally retarded children grew, and he traveled to the United States to observe and study protection and education programs for them (such as E.O. Seguin's physiological education). Based on his findings, in 1906 Ishii moved the facility to Takinogawa Village in Tokyo, renamed it Takinogawa Gakuen, and launched it as a specialized facility for mentally retarded children. 日本最古の精神遅滞児収容施設。1891年立教女学校の教頭であった石井亮一が,濃尾地震によって家を失い,両親を亡くした女子の養育のために,日本聖公会,アメリカ聖公会の援助も得ながら,自宅に〈聖三一孤女学院〉として創設。院生のなかの知能に障害をもつ児童の指導に苦心を重ねていくうちに精神遅滞児への関心が強まり,渡米してその保護・教育事業を視察,研究(E.O.セガンの生理学的教育など)した。石井はその成果をもとに,1906年同院を東京市滝野川村に移転,滝乃川学園と改称し,精神遅滞児のための専門施設として出発させた。
