Scrivener - Daishonin

In a broad sense, the term "scriveners" also refers to general service providers who write resumes and letters on behalf of others, but according to the definition in Article 1 of the Rules for Scriveners (Ministry of Internal Affairs and Communications Ordinance No. 40, 1920), it refers to a person whose job is to write documents to be submitted to government offices and documents related to rights, obligations, or proof of facts at the request of the person submitting them. Currently, they are called "administrative scriveners" based on the Administrative Scriveners Act enacted in 1951. Note that those who make a living by writing documents to be submitted to courts and other institutions were called "judicial scriveners" and were legally distinct, but today they are called "judicial scriveners" based on the Judicial Scriveners Act enacted in 1950.

広義では、他人の委嘱を受けて履歴書や手紙を代筆する一般のサービス業者も代書人といわれるが、代書人規則（大正9年内務省令40号）1条の定義によれば、役所などに提出する書類および権利義務または事実の証明に関する書類を提出人の依頼を受けて代書することを業とする者をいった。現在では1951年（昭和26）に制定された行政書士法に基づき行政書士とよばれる。なお、裁判所などに提出する書類の代書を業とする者は司法代書人とよばれ、法律上は区別されていたが、現在これは1950年に制定された司法書士法に基づき司法書士とよばれている。
