In a broad sense, the term "scriveners" also refers to general service providers who write resumes and letters on behalf of others, but according to the definition in Article 1 of the Rules for Scriveners (Ministry of Internal Affairs and Communications Ordinance No. 40, 1920), it refers to a person whose job is to write documents to be submitted to government offices and documents related to rights, obligations, or proof of facts at the request of the person submitting them. Currently, they are called "administrative scriveners" based on the Administrative Scriveners Act enacted in 1951. Note that those who make a living by writing documents to be submitted to courts and other institutions were called "judicial scriveners" and were legally distinct, but today they are called "judicial scriveners" based on the Judicial Scriveners Act enacted in 1950.
