A political opinion document from the mid-Heian period. 1 volume. Written by Fujiwara no Koremichi (1093-1165), Grand Minister of State. Completed around 2000 (62). Presented to Emperor Nijō, written in kana. During the Insei period, court ceremonies and other practices tended to become lax, so this document outlines over 20 articles on the Emperor's mental attitude, his attitude toward his subjects, his proactive stance toward politics, and how daily life should be conducted. It includes 17 articles of guidelines modelled on Prince Shotoku's Seventeen-Article Constitution. It is not merely a nostalgic argument for restoring old customs, but also takes the reality of the increase in manors seriously, arguing that manors and fiefdoms should be given to nobles to stabilize their lives. 平安時代中期の政治意見書。1巻。太政大臣藤原伊通 (1093~1165) の著。応保2 (62) 年頃完成。二条天皇に提出したもので,かな書き。院政時代で朝廷の儀式その他がゆるみがちであったため,天皇の心構え,臣下に対する態度,政治への積極的姿勢,日常生活のあり方など二十数条を説き,聖徳太子の『十七条憲法』に模して,17条の心得を記している。単なる懐古的な旧儀回復論ではなく,現実の荘園増加の事態をも直視し,荘園や知行国を公卿に与えて,彼らの生活を安定させるべきであるとも説いている。『群書類従』に所収。
