Year of birth: September 25, 1859 (October 20, 1859)
A civil rights activist in the Meiji period. Born in Takada Castle Town, Echigo Province (Joetsu City, Niigata Prefecture) as the son of Kihei Akai, a low-ranking samurai of the Takada Domain. In 1881 (Meiji 14), he joined the Kubiki Liberal Party. He was implicated in the Takada Incident (1883) through the work of a spy, and was imprisoned for plotting civil war. He later escaped, but committed murder during the escape, was captured, and executed.

明治期の民権家。越後国高田城下(新潟県上越市)に高田藩下級藩士赤井喜平の子として出生。明治14(1881)年頸城自由党に加盟。密偵の工作で高田事件(1883)に連座,内乱陰謀予備の廉で下獄,のち脱獄するが,その際殺人を犯し,捕縛され刑死。
