In social security, assistance and benefits can be provided either to households or individuals. Since the lives of citizens are actually run on a household basis, it is reasonable to consider the level of need according to the household composition. For example, non-contributory benefits, which generally emphasize the level of need of the recipient, such as public assistance aimed at ensuring a minimum standard of living, use the principle of the household unit. For non-contributory basic pensions paid to elderly people over a certain age, the pension amount for married couples is generally set at about 1.5 times that of single people. 社会保障では,扶助や給付の方法として対象を世帯としてとらえる場合と個人としてとらえる場合とがある。国民の生活が実際に世帯を単位に営まれている以上,生活の必要度も世帯構成に応じて考えるのが妥当である。たとえば最低生活の保障を目的とする公的扶助のように,一般に対象者の必要度を重視する無拠出制の給付は世帯単位の原則を用いる。一定年齢以上の老人に支給される無拠出制の基礎年金なども,夫婦の年金額は単身者の1.5倍程度に設定されるのが一般である。
