The wage subsidy system for the poor, which was decided at the Pelican House in Speenhamland, Berkshire, England in 1795, is also known as the Berkshire Bread Act. This system is a representative wage subsidy system, and with the enactment of the law the following year in 1796, it was adopted not only in Berkshire but also in almost the entire country, mainly in the rural areas of the south, and it was expected to show a new direction in poor relief. However, in the end, it ended up being a typical example of the failure of a simplistic wage subsidy system.

1795年にイギリスのバークシャーのスピーナムランドにあるペリカン館で決定された貧民への賃金補助制度で，バークシャー･パン法Berkshire Bread Actとも呼ばれている。この制度は賃金補助制度の代表的なもので，翌96年に制定された法律によって，バークシャーだけでなく南部の農村地帯を中心にほぼ全国的に採用され，貧民救済の新たな方向を示すものとして期待された。しかし結果的には，安易な賃金補助制度の典型的な失敗例に終わった。
