The wage subsidy system for the poor, which was decided at the Pelican House in Speenhamland, Berkshire, England in 1795, is also known as the Berkshire Bread Act. This system is a representative wage subsidy system, and with the enactment of the law the following year in 1796, it was adopted not only in Berkshire but also in almost the entire country, mainly in the rural areas of the south, and it was expected to show a new direction in poor relief.
