He believed that state science includes state sociology and state law because the state has two aspects, social and legal, and he took the theory of state self-restraint and the theory of state corporation. His thorough internal criticism was followed by H. Kelsen. His major works include "The System of Public Power" (1892) and "General Theory of State" (1900).
