American labor leader. Born in a slum in New York, he became a plumber's apprentice in 1910 and soon joined the labor union movement. From 1922 to 1934, he was the representative of the AFL Plumbers local union. From 1934 to 1939, he was the head of the New York State Federation of Labor. From 1939 to 1952, he was the AFL treasurer, and in 1952, he became president. In December 1955, the AFL and the Congress of Industrial Organizations (CIO) merged, and he became president of the AFL-CIO. He maintained the traditions of the AFL and took a conservative and anti-communist stance in policy. Although he was a Democrat, he did not support Democratic candidate G. McGovern in the 1972 presidential election, and led the AFL-CIO to resolve to be neutral. In September 1979, he resigned as president.

アメリカの労働組合指導者。ニューヨークの貧民街に生れ，1910年鉛管工見習いとなり，まもなく労働組合運動に入った。 22～34年アメリカ労働総同盟 AFL系鉛管工地方組合代表。 34～39年ニューヨーク州労働組合総同盟支部長。 39～52年 AFL会計部長，52年会長に就任。 55年 12月の AFLと産業別組合会議 C IOの合同後アメリカ労働総同盟産業別組合会議 AFL-CIOの会長となった。 AFLの伝統を守り，政策には保守的・反共的立場をとった。民主党員であったが，72年の大統領選挙では G.マクガバン民主党候補を支持せず，AFL-CIOに中立の態度を決議させた。 79年9月同会長を辞任。
