A Latvian revolutionary and veteran Bolshevik. One of the founders of the Latvian Communist Party. After the October Revolution of 1917, he played a leading role in the formation of Soviet law and the construction of the basic theory of Marxist jurisprudence and Soviet positive jurisprudence as the People's Commissar of Justice of the Russian Republic, President of the Supreme Court, and as the organizer of the Section of the General Theory of Law and the State of the Communist Academy. The distinctive feature of Stuchka's theory is that it regards law as a unity of three forms of existence (with the concrete forms as the basis of the whole): the system of concrete social relations (relations of production and exchange) that correspond to the interests of the ruling class and are protected by its power (the concrete form of law), legal norms and legal ideology (the abstract form of law), and it pursues the "revolutionary role" of law and the state from a practical perspective.

ラトビア出身の革命家で古参ボリシェビキ。ラトビア共産党創立者の一人。1917年の十月革命後はロシア共和国の司法人民委員，最高裁判所所長として，また共産主義アカデミー〈法･国家の一般理論セクション〉の組織者として，ソビエト法の形成およびマルクス主義法学の基礎理論とソビエト実定法学の構築に指導的役割を果たす。ストゥーチカ理論の特徴は，法を，支配階級の利益に照応しかつその権力により保護される具体的社会諸関係(生産と交換の関係)の体系(法の具体的形態)，法律規範および法イデオロギー(法の抽象的形態)という三つの存在形態の統一(具体的形態を全体の基礎とする)としてとらえた点，また法と国家の〈革命的役割〉を実践的視点で追究した点にある。
