Born April 26, 1862. In 1902, he moved from Mitsui Bank to Oji Paper, where he worked as managing director in the construction of the Tomakomai factory. In 1901, he established the incorporated association of medical clinics in Tokyo. In 1900, he became a member of the House of Representatives (elected five times, Seiyukai party). He passed away on April 15, 1940, at the age of 79. He was born in Shinano (Nagano prefecture). He graduated from Keio University. His pen name was Nonten.
