[Died] February 13, 1924. Tokyo educator and thinker. Also known as "Sugiura Jūgō." His pen name was Tendai Taoist priest. Born into a family of samurai of the Omi Province Zeze Domain, he studied Chinese classics at the domain school and entered Daigaku Nanko (the predecessor to the University of Tokyo) as a domain-sponsored student in 1870 (Meiji 3). In 1876, he studied in England to study chemical physics. Four years later, he returned to Japan and became the Director of the Museum of the Faculty of Science of the University of Tokyo, and in 1882 the Director of the Preparatory School of the University of Tokyo. In 1885, he founded the Tokyo English School (later renamed Nihon Chugaku). In 1888, he participated in the publication of the magazine Nihonjin, advocating Japanese nationalism while aiming for harmony with natural sciences. In the same year, he was appointed counselor and deputy director of the Specialized Educational Affairs Bureau of the Ministry of Education, and resigned in March 1889. He was elected in the first general election in 1890 and became a member of the Diet, but resigned the following year in 1891. He later served as a member of the Council for Higher Education, superintendent of Kokugakuin, secretary-general of the Koten Kokyusho, president of the East Asian Common Document Academy, and member of the Education Research Association, before becoming an official advisor at the Togu Academy in 1914 and providing educational guidance to the Crown Prince and Crown Princess. His lectures to the Crown Prince were later published under the title "Draft Lectures on Ethics." His main works include "The Principles of Japanese Education" (1889) and "Collection of Tendai Taoist Works" (1915).

教育家,思想家。「すぎうらじゅうごう」ともいう。号は天台道士。近江国膳所藩士の家に生まれ,藩校で漢籍を修め,明治3(1870)年藩貢進生として大学南校(東京大学の前身)に入学。1876年化学物理研究のためイギリスに留学。4年後帰国し東京大学理学部博物場取締掛,1882年同大学予備門長。1885年東京英語学校(のち日本中学校と改称)を設立。1888年雑誌『日本人』発刊に参加,日本主義を唱道するとともに,自然科学との調和を目指した。同 1888年文部省参事官兼専門学務局次長に就任,翌 1889年3月辞任。1890年第1回総選挙に当選,代議士となったが翌 1891年辞職。こののち高等教育会議議員,國學院学監,皇典講究所幹事長,東亜同文書院院長,教育調査会会員などを経て,1914年東宮御学問所御用掛になり皇太子,皇太子妃の教育指導にあたった。皇太子に対する講義はのちに『倫理御進講草案』の名で出版。主著『日本教育原論』(1889),『天台道士著作集』(1915)。
